AFRICA MUST TAKE COMMON POSITIONS ON GLOBAL ISSUES – PRESIDENT MUHAMMADU BUHARI
Africa must put the days where it speaks with discordant and weaker voices on global issues behind it and begin to pursue a common African position, says President Muhammadu Buhari
According to him Africa must change the story of cities and settlement from one of chaos and slum to one of positive planning, tranquillity and environmental sustainability.
Moreso, he added that by doing so and with real lessons from other parts of the world, Africa must remain conscious of it’s commonality and peculiarities and usethem to propel our urban agenda.
Speaking today at the opening ceremony of the Africa Regional Meeting on Habitat III,at the International Conference Centre in Abuja, Vice President Prof.YemiOsinbajo, SAN speaking on behalf of President Buhari stated that Nigeria welcomes a common African position on urbanisation because “it takes account of our joint efforts over the last decade”.
President Buhari observed that the African Regional Meeting with the theme ‘African Priorities For The New Urban Agenda’ organised by the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) is timely for Africa to pursue a new urban agenda which addresses some of its peculiar challenges.
He said the kind of urbanisation which Africa should have must accordingly take place in a manner that simultaneously promotes growth and social inclusion, noting “that despite having the fastest rate of urbanisation in the world at over 4.5 per cent a year, Africa is yet to be on a sustainable path to achieving these twin objectives of economic growth and social inclusion”.
Analysing the root causes of current urbanisation challenges in Africa, the President explained that “Africa is one of the continents with some of the high rates of inequalities in the world, fuelled by high population growth, unequal access to healthcare, education, opportunities for income and decent life.” He then submitted that the “increasing number of slums in Africa is a depressing manifestation of these inequalities”
“These challenges are related to poor planning, policy gaps and policy inadequacies, budgetary inadequacies. Poor planning of urban areas that can be attributable to limited capacities, insufficient resources and outdated data”, he observed.
He explained that the prevailing dehumanising state of Africa’s urban settlements “has led to migration at a time of resource constraints which has resulted in population explosion and shortage of houses,that has pushed people living in cities to build houses in places which makes them vulnerable to natural disasters; causing significant economic and social risks.”
President Buhari noted that forced migration caused by terrorists’ attacks has led to secondary towns especially in the Sahel zone being pressured to accommodate citizens who flee their villages and homesteads and has also caused loss of lives, destruction of properties and even insecurity and poverty.
Nigeria faced with its own challenges in this area, he said “is deploying substantial human and material resources to address the situation, while appreciating the support of partners at home and abroad that are collaborating with the Federal Government.
President Muhammadu Buhari counselled that despite the constraints of resources, “we should not expect that our core resources to propel our development should come from our development partners, no matter how benign.” He urged other African countries to emulate Nigeria and Ghana that have committed resources to support the Urban Agenda under the UN HabitatAgenda towards accelerating the process of the continent’s urbanisation drive.
Earlier in his remarks, the Secretary-General, UN Conference on Housing and Sustainable Urban Development, Dr Joan Clos disclosed that the primary objective of the regional meeting isto provide Africa the opportunity to address challenges it’s facing in the urban centres.
Also speaking at the ceremony, the Minister of Power, Works and Housing who is also Chairperson of the Africa Regional Meeting, Mr. BabatundeRajiFashola praised the renaissance of African delegates’ response to the challenges of urbanisation, urging them “to utilize the commonality of purpose to identify the peculiarities of human settlement across the continent.”
The Minister further urged delegates to develop common strategies on how to manage the challenge of urbanisation and to explore the opportunities latent in the global challenges”.
Other speakers at the opening session include Mr. Mohammed Bello, Minister of Federal Capital Territory; Dr Aisha L. The Peoples Democratic Party (PDP) laments the oppressive and unfair treatments against its key leaders by the Federal Government.
The party alerts the nation that the arrest and detention of its Deputy National Chairman, Prince Uche Secondus by the Economic and Financial Crimes Commission (EFCC) is part of the grand script by the APC-led Federal Government to decimate the opposition.
We are also aware that plans have been perfected by the Federal Government to arrest and detain the Deputy Senate President, Senator Ike Ekweremadu, Senate Minority Leader, Senator Godswill Akpabio and other leaders of the party on imaginary charges.
Indeed, intelligence available to the party shows that the Federal Government, using its various agencies, is bent on destroying any opposition to the ruling party as all indications show that the government is more interested in humiliating the PDP than fighting corruption.
Finally, we state that this war on the PDP and its leaders has indeed gone too far. It has now become a mockery of democratic practice.

APC plans to distabilize Rivers State - Rivers Government
The Rivers State Government has flayed the All Progressive Congress, APC candidate for Rivers South East Senatorial District in the March re-run polls in Rivers State, Senator Margnus Abe over his comments at a campaign rally in Bori, that “Governor Nyesom Wike was marginalizing Ogoni people.”
The Rivers State Commissioner for Information and Communication, Dr. Austin Tam-George, said Senator Abe’s comment was not only inciting but part of APC’s strategy of causing chaos and destabilizing the State.
Dr. Tam-George called on the people of Ogoni to ignore Senator Abe’s inciting comment, but support the Wike administration to succeed.
The Commissioner said the Wike administration has no intention to marginalize the Ogonis or any part of Rivers State, but is totally committed to the development of the State.
The Rivers State Government decried the overzealousness and desperation of APC politicians in the State who have resorted to crude measures and deceptive strategies in advancing their “fundamentalist” course.

Senate Joint Committee on Finance, Banking, Insurance, and Other Financial Institutions, submits report

Today, the Senate received the report of the Senate Joint Committee on Finance, Banking, Insurance, and Other Financial Institutions, and the Committee on Public Accounts on the Abuse and Mismanagement of the Treasury Single Account (TSA) Regime.
I am delighted that this report is seeing the light of day within such a short period of time. I call on other Committees to please emulate this speedy delivery of reports in the interest of the country.
The investigation from the report recommends that the 2013 renewal contract between the Central Bank of Nigeria (CBN) and SystemSpecs be terminated immediately, and the transaction fee of one per cent (1%) for e-collections and transfers be disregarded.
It is noteworthy that from the report, Nigeria will save over N7 billion, as the Committee recommends that the Central Bank should pay the approved rate of between N500 and N700 per transaction, as opposed to the 1% of each transaction rate. When added up, the approved rate amounts to N656,504,100.00 Million as opposed to the 1% per transaction rate that adds up to N7,650,925,556.40 Billion for the period of March 1st 2015 to November 30th 2015.
With an estimated total transfer of N2.5 Trillion for entire year of 2015, barring the Senate resolution, the Federal Government could have paid upwards of N25 Billion to SystemSpecs.
We must applaud the implementation of the TSA by this administration and its value to our efforts of promoting fiscal and economic discipline. As we do this, we must continue to work towards blocking the loopholes that bring about leakages in our economy.

Nigeria Senate to wade into Multichoice's arbitrary subscription charges - Senator Bukola Saraki
Senate President Bukola Saraki shared through his facebook page that after receiving several complaints from Nigerians about the attitude DSTV Nigeria is giving to their customers by making them pay arbitrary subscription charges,and refusing to adopt to the pay-as-you-use model,the senate have decided to look into the matter so as to regulate their activities.He said;
"After receiving complaints by Nigerians, the Senate today discussed a motion on the Unwholesome Practices by Multichoice Nigeria (DSTV) - a subsidiary of South African-based Multichoice Africa.
